The Civil Rights Report Assistant aids in the preparation of the Civil Rights Reports required by the U.S. Department of Education’s Office for Civil Rights. It helps users to compile “snapshot” Student Enrollment data, and Suspensions data by School Year. This lesson guides users through accessing and navigating the report.
Where to Start
- Go to Reports.
- Select Enrollment.
- Choose Civil Rights Report Assistant from the menu.
Enrollment Summary
- The Enrollment Summary tab opens by default.
- As per the Office for Civil Rights, use October 1 of the reporting year, or the closest school day to October 1 for the Count Date.
- Use the IDEA Date as set by the district.
- At the District level, users can select the School Types to be included in the report.
- Single or multiple Grade selection is available.
- Select Overall Enrollment Summary to view Enrollment Results displays enrollment data by Category for the selected Grade(s), broken out by Gender for Ethnicity/Race, LEP, IDEA and 504 status. The Total columns reflect by Gender the sum of all Ethnicity/Race columns. The Enrollment Summary Tally Logic is as follows:
- Overall enrollment: Counts by Ethnicity/Race by Gender are unduplicated accounts –
a student is counted only once in the Ethnicity/Race columns. If the student’s Hispanic
origin flag is set to “Yes” the student is considered as Hispanic race and will NOT be
included in other race tallies. - Students who are limited English Proficient (LEP): Counts are unduplicated within the
Ethnicity/Race columns but are duplicate counts within other columns. Students that
are tagged with an open 0231 ELL Eligible status on Count Date are included. - Students enrolled in LEP programs: Counts are unduplicated within the Ethnicity/Race
columns but are duplicate counts within other columns. This includes students with a
Student Status: 0231 ELL Eligible who also have an open Program Service code of 5698
(ELL (Other Program)), 5709 (English as a New Language), 5687 (One Way or Two Way
Dual Language Program), or 5676 (Transitional Bilingual Education (TBE) Program) on
Count Date - Students with disabilities served under IDEA: Counts are unduplicated within the
Ethnicity/Race columns but are duplicate counts within other columns. Includes
students enrolled on Count Date who also have any open Special Education status
(except 0264 (504 Plan in Place)) on IDEA Date. - Students served under Section 504 of the Rehabilitation Act of 1973: Counts are
unduplicated within the Ethnicity/Race columns but are duplicate counts within other
columns. Includes students enrolled on Count Date who also have an open Special
Education status of 0264 (504 Plan in Place) on IDEA Date. - Students who are chronically absent: Counts are unduplicated within the Ethnicity/
Race columns but are duplicate counts within other columns. Includes students with
15 or more Daily Absences (excluding Daily Present Reasons) during the School Year
encompassing the Count Date.
- Overall enrollment: Counts by Ethnicity/Race by Gender are unduplicated accounts –
- The Course Enrollment Results displays enrollment data by Courses for the selected Grades,
broken out by Gender for Ethnicity/Race, LEP, and IDEA status. The Total columns will reflect
by Gender the total of all Ethnicity/Race columns for the selected Courses and Grades. The Course Enrollment Summary Tally Logic duplicates the Enrollment Summary Tally Logic, with the following addition:- AP Course tallies are unduplicated counts. If a student was enrolled in more than one
AP course during a given school year, he is counted only once.
- AP Course tallies are unduplicated counts. If a student was enrolled in more than one
Suspensions by School Year
- Go to the Suspension by School Year tab.
- The School Year defaults to the current year. Update if needed.
- The Suspension by School Year Results displays suspension data by Category for the selected
School Year, broken out by Gender for Ethnicity/Race, and IDEA, 504 and LEP status. The Total
columns reflect by Gender the sum of all Ethnicity/Race columns. The Suspension Tally Logic duplicates the Enrollment Summary Tally Logic, with the following additions/changes:- The counts are pulled from the Discipline module’s Discipline Actions (when used),
otherwise the Daily Attendance statuses are used. - OSS or ISS instances are counted in the disabilities counts if the suspension (1) starts
after the start date of the disability status and (2) starts before the end date of the
disability (or the disability has no end date). For students with multiple suspensions, the
first suspension date is used to determine inclusion/exclusion in the disabilities counts
for the year. - If a student is in ISS for multiple periods in a single day, only one instance is included in
the tally. - If a student is in OSS or ISS for multiple consecutive days, only one instance is included
in the tally.
- The counts are pulled from the Discipline module’s Discipline Actions (when used),
- Use the Excel icon to export the data.
